Amazon only recently launched in-app purchases and, to avoid issues with the system, limited item pricing to $20. Amazon has now announced the end of that limitation.
The reason Amazon drops the spending limit is because parental controls have been updated, meaning parents now have other ways to block out in-app purchases on Amazon apps.
